From Wiktionary under the GNU Free Documentation License. Handcuffs are restraint devices designed to secure an individual's wrists close together. They comprise two parts, linked together by a chain, a hinge or in the case of rigid cuffs, a bar. Each half has a rotating arm which engages with a ratchet that prevents it from being opened once closed around a person's wrist. Without the key, the handcuffs cannot be unlocked and so the restrained person is unable to move their wrists more than a few centimetres/inches apart, making many tasks difficult or impossible. Q. They're essentially metal handcuffs with a fuzzy sleeve over them. I don't have the key, but they have self-releasing latches. I'm traveling overseas (to the EU from the US) with only carry-on luggage, and I don't want to check a bag just for this one item. Technically they are OK as they are not on the TSA's list of prohibited items. However, the final decision is up to the discretion of the TSA agents and I dunno if I would get into an argument with one. You could go to the TSA site and print off the list of prohibited items and show the screeners if they question it, though.
